Carlos joined the CLC as its Program Coordinator 2022 and is daily excited about the opportunity to serve in this role. He has served in various capacities with the U.S. Department of Justice over 25 years, leading up to a presidential appointment to the Senior Executive Corps. He has experience in legal, human resources, and prison administration due to his background and many years of service with the Department of Justice. Prior to joining the Department of Justice, he served as law clerk for appellate court judges in the Commonwealth of Puerto Rico’s Superior Court, and as court appointed monitor in the Ruiz vs. Lynaugh inmate civil rights case, U.S. District Court, Southern District of Texas.
He holds a B. A. in Sociology from the University of Puerto Rico, and a Juris Doctor (J.D.) from the University of Puerto Rico.
Although not a native Memphian, Carlos now calls Memphis home and can be found rooting for the Grizzlies and the Redbirds.
